Policymakers and stakeholders at all levels must ensure that there is an appropriate and effective balance between the use of data to improve child outcomes and the need to protect the privacy, security and confidentiality of individually identifiable data. Transparency about why data is collected and how privacy is protected is essential in striking this balance. Almost every state has privacy policies that govern the collecting of ECE data, but just half of them make the policies available to the public on the state’s website.
