Kristina Rosinsky is a senior research scientist in the child welfare and early childhood research areas at Child Trends. Ms. Rosinsky has experience leading and managing projects of varying size and scope for federal and state agencies, as well as private organizations and foundations. She has particular expertise in leading and executing quantitative and qualitative studies, producing digestible products, and presenting findings in an accessible manner.
Ms. Rosinsky leads Child Trends’ Child Welfare Financing Survey, which serves as a comprehensive guide to child welfare agency expenditures in the United States. She has also led other child welfare financing-related projects at Child Trends, including one project that deeply explored Colorado’s approach to child welfare financing, another focused on the financing of services and supports for older youth transitioning out of foster care, and one that examined how states use Temporary Assistance for Needy Families for child welfare and child care.
In addition to her substantial work on financing, Ms. Rosinsky has recently led or contributed to projects on home visiting, child care, Head Start, and human-centered design. Before joining Child Trends, Ms. Rosinsky worked at the Center for Juvenile Justice Reform (CJJR) at Georgetown University, where she managed the Juvenile Justice Reform and Reinvestment Initiative—a federally funded project to help states translate juvenile justice research into practice. Previously at CJJR, she managed certificate programs designed for local, state, and national leaders from juvenile justice, child welfare, education, and other child-serving agencies.
Ms. Rosinsky earned a Master of Public Policy at Georgetown University’s McCourt School of Public Policy and graduated magna cum laude from the University of Maryland, College Park with a Bachelor of Arts in government and politics. She is a devoted animal lover and enjoys doing home improvement projects and watching comedies in her free time.
